The quarterly Employment Outlook Survey, which Manpower has carried out for 50 years, has been stuck in single-digit index readings throughout the current recovery. Taking a longer term view of trends, however, Prising said hiring remains stuck in lackluster mode. Forward movementĪt the very least, Manpower doesn't expect the economy to shift into reverse. "We're looking at modest improvement, and that's a positive sign," said Jonas Prising, a senior Manpower executive who oversees all operations in the Americas. The uncertainty reading represents the biggest jump of that magnitude since 1977 and the highest percentage surveyed since 2005. The remaining 7% who are undecided about their first-quarter staffing plans represent a sharp increase from 3% who were unsure in the preceding two quarters.
